Stellenbosch Report. This was commissioned by
Stellenbosch Municipality within the Rector-Mayor Forum
and was included in the
Agenda of the Planning Committee of 31 May 2016. The
report was considered by the committee but then dropped
without any reason. It was never presented to
Council.
Eikestadnuus article
This article details proposals regarding Western
and Eastern road bypasses. These proposals pre-empt the
proper planning and consultation process that should
precede such large-scale changes. It is unclear how this
article and map came to be published in the newspapers
while none of this can be found in the IDP/MSDF
documentation. Here is the
accompanying map showing the proposed Western Bypass
in red and the Eastern Route in blue.
Section 6.1 of the Draft 4th Generation up for
approval by Council in May 2017, contains drastic
changes compared to the 3rd Generation IDP. This new
Section 6.1 should be eliminated in its entirety or
replaced by the principles contained in the current 3rd
Generation equivalent. Here are
the complete
Draft 2017 IDP and the
complete 2016 IDP whose
Section 6.1 principles should be used.
Appendix 4 of the Draft 4th Generation IDP
2017 contains a detailed list of erven and
farms proposed for inclusion into the Urban
Edge. Spatial proposals should follow from, not precede,
a proper 4th Generation IDP and MSDF specialist
consultant and public participation process in the
second half of 2017 and early 2018. This Appendix 4
pre-empts the 2018 process and should therefore be
removed from the Draft IDP.
MSDF 3rd Generation (April 2017 Revision) This
document is proposed for approval by Council in May
2017. As part of the last of the old 3rd Generation
documents, it should contain only minor amendments to
the 2016 and earlier SDF proposals. However, far from
containing only small amendments, it includes 12 new
proposals for revisions of the Urban Edge as shown
below. All of the proposed changes set out below should
be removed from the document.
